feat: Add timezone data and update version (增加了时区数据并更新版本)

- Install `tzdata` in Dockerfile (在 `Dockerfile` 中安装 `tzdata` 以支持时区)
- Update version from 0.1.2 to 0.1.3 in `build.sh` (在 `build.sh` 中将版本从 0.1.2 更新到 0.1.3)
